EaP countries and EU Member States signed historic agreement on cooperation among training institutions in border management

The memorandum of understanding constitutes the first legally binding multilateral agreement among the countries in the Eastern Partnership region and EU Member States on cooperation in border management training.

 

The memorandum was signed on 24 March 2015, during an official signing ceremony in Tbilisi, Georgia. The ceremony, organised by ICMPD on behalf of the Ministry of Interior of Hungary, is one of the key events of the project. It brought together the representatives of ten project partners: the implementing partners (Hungary, Poland, Romania and Slovakia), as well as representatives of the national authorities in border management from the Eastern Partnership (EaP) countries.

The agreement provides a legal and institutional framework for strengthening and facilitating cooperation in the field of education and basic/advanced training of border guards in all EaP countries and EU Member States. Specifically, it enables a regular exchange of scientific and technical information, and educational and methodological literature; joint training, conferences, workshops and other educational and research activities; joint events for the exchange of professional experience between the persons involved in border management education programmes, and, if needed, the exchange of the persons involved in such programmes; and lastly, joint participation in cultural and sport events held by the countries.

The memorandum is also important in the light of further project activities, as its provisions are a foundation for the Intensive Advanced Learning Experiential Programme on IBM, designed as a final project activity.
