Background

The action seeks to contribute to strategic and operational cooperation in the EaP region in the area of cross-border crimes prevention with a special focus on irregular migration.

The project is mainly building on and designed to support the implementation of the Prague Process Action Plan (PPAP) approved by the 2nd Ministerial Conference in Poznan on the 4th November 2011.

The project will also consider the achievements of the South Caucasus IBM project (SCIBM), operational experiences of the Eastern Partnership – IBM Flagship Initiative Training project (EaP IBM FIT) and bilateral discussions between EU and EaP countries.

Objectives and Results

Overall objective

  • To contribute to strategic and operational cooperation in the Eastern Partnership (EaP) region in area of cross-border crimes prevention with a special focus on irregular migration.

Specific objectives

  • To enhance bi- and multilateral international cooperation between EU-EaP and EaP-EaP countries in line with existing border management concepts.
  • To improve national inter-agency cooperation in the participating countries in line with existing border management concepts.
  • To improve training programme in the national migration/law enforcement training institutions in the EaP countries.

Expected results

  • Updated/ created and support of inter-agency cooperation platforms in each EaP country supported by the international EaP and EU cooperation platforms where representatives of different institutions will participate;
  • Refining of real needs and gaps in inter-agency cooperation implemented jointly by all project partners
  • Development of inter-agency and international Standard Operational Procedures (SOP), manuals and guidelines in relation to border management as a sustainable and comprehensive solution for improvement of inter-agency work and procedures.

Implementation period

 

Component 1. Capacity Building

Study visit and workshops between EaP countries

 

Component 2. Co-operation

  • Creation of inter-institutional (national and international) cooperation platform
  • Working arrangements and MoUs
  • Review, update, development of inter-agency (national) SOPs, manuals and guidelines

 

Component 3. IBM Curricula

  • Exchange of experience and good practise in IBM concept teaching between EaP countries
  • Inclusion of IBM concept into education curriculum
  • Piloting of new curricula in selected countries in close cooperation  with project partners
  • Conclusion of MoU for further cooperation between selected educational institutions
